Nova Partners has been our key strategic partner on all of our major projects for the past four years, and continues to be our go-to development and project management consultant. I’ve received excellent support from the entire team, whether for day-to-day issues or for a presentation to the State Fund Board of Directors. I wholeheartedly recommend Nova Partners to other firms who need a top-notch project management partner.

Architects: Form4 Architecture
Contractors: Gifford Construction
About the Client: State Compensation Insurance Fund is the largest workers’ compensation insurer in the state of California.
Project Description: State Fund’s Redding District Office is a ground-up, 75,000 square foot, three-story, Class-A office building located on an 11.5-acre site on Shasta View Drive at Highway 44. The project features open offices, a café, extensive landscaping, and a Thermal Energy Storage System.
Special Features and Challenges: The project’s Thermal Energy Storage System includes an array of six ice storage tanks, one air-cooled chiller, and distribution pumps. The chiller produces and stores ice during the night, and the chiller does not run during the on-peak electrical period, reducing demand by approximately 200 kW.
Nova Partners’ Role: Nova Partners was engaged as the development and construction manager. The project required extensive entitlement work, including a use permit, parcel map, zoning exception, re-zoning, and a general plan amendment, all of which were obtained in a five-month period of intensive discussions with the City of Redding. Development incentives worth approximately $750,000 were negotiated in return for the employment growth that State Fund provided to Redding. Construction was expedited in order to complete the site work prior to the Redding rainy season, and to meet the lease expiration date.
